Why KSUM is one of India's strongest state programmes
Kerala Startup Mission was set up under the IT Department, Government of Kerala, and has become one of the most founder-friendly state startup bodies in India. The reason is structural: KSUM funds startups directly through its own grant ladder, runs loan and reimbursement schemes beside it, and acts as an incubator and implementing agency for central programmes.
For a Kerala-based founder, that means one relationship covers a lot of ground. The same registration that unlocks KSUM's grants also unlocks its loans, its event and exposure support, and its incubation spaces. Start there, and add central schemes as their calls open.

Before you apply: DPIIT recognition and the KSUM Unique ID
Most KSUM schemes need a KSUM Unique ID, and the Unique ID needs DPIIT recognition first. Registration is open to startups recognised by Startup India, it costs nothing, and it is issued at once if your Startup India record shows Kerala, otherwise within a few working days. Register at startups.startupmission.in, then apply through grants.startupmission.in.
The order is: incorporate in Kerala, get DPIIT recognition through the National Single Window System, then take the KSUM Unique ID. The Idea Grant is the exception at the start of the ladder: you can apply before incorporating, but the company has to exist before any money is released.
The KSUM grant ladder, stage by stage
KSUM calls these its Innovation Grants. There are four, each for one stage of a startup. Apply to the one that matches where you are, not the one with the largest amount. All four pay in milestone tranches, and each asks you to fund part of the project yourself, a share that rises as the grants grow.
KSUM Idea Grant, up to ₹3 lakhs
Stage: Ideation, design or proof of concept
Who can apply: Innovators based in Kerala with a technology product idea. You can apply before incorporating; a Pvt Ltd, LLP or OPC must exist before the grant is paid
Your share: 10% of the project cost
Calls: No fixed date is published. KSUM's guidelines say calls run at least once a year or as demand requires, so ask ideas@startupmission.in when the next one opens
The Idea Grant is KSUM's entry point. The amount is modest, but applying forces you to set out the problem, the customer and the solution clearly, and that work carries into every application after it.
Common reasons for rejection: a vague problem statement, no clear sense of who the customer is, or a product that is not a technology product. KSUM does not fund service projects under these grants.
KSUM Productisation Grant, up to ₹7 lakhs
Stage: Building the product, from MVP to market-ready
Who can apply: A Pvt Ltd or LLP with active MCA status (KSUM's FAQ also lists OPC), with a KSUM Unique ID at the time of applying
Your share: 20% of the project cost
Women and transgender founders: up to ₹12 lakhs where they hold the majority stake
This is where the ladder becomes meaningful. You are evaluated against startups that have something real, so come with a working product and user evidence, not projections. Founder salaries, rent and fixed assets are not funded.
KSUM Market Acceleration Grant, up to ₹10 lakhs
Stage: Product in market, early revenue
Who can apply: An incorporated startup in its early revenue stage, with proof of revenue and a KSUM Unique ID
Your share: 30% of the project cost
The Market Acceleration Grant is for startups that have answered "does anyone want this?" and are now working on "how do we reach more of them." It can be spent on marketing and sales, which the earlier grants mostly cannot.
KSUM Scale-up Grant, up to ₹15 lakhs
Stage: Growth, with revenue or outside investment
Who can apply: A startup that has earned ₹10 lakhs of revenue from the product in the last six months, or raised at least ₹30 lakhs of external equity
Your share: 50% of the project cost
KSUM's largest direct grant. The bar for evidence is highest here: bring your revenue history and a specific plan for the growth metric the grant will move.
NIDHI PRAYAS, up to ₹20 lakhs
DST's NIDHI PRAYAS 2.0 funds prototypes through approved PRAYAS Centres: up to ₹20 lakhs per innovator at a PRAYAS Centre, and up to ₹40 lakhs at an Advance PRAYAS Centre for deep-tech work. KSUM's own scheme page still shows the older ₹10 lakh ceiling and marks it "coming soon", so ask the centre you apply through which applies. Two things to know before you plan around it: it is for physical prototypes, and the 2026 guidelines exclude pure software, e-commerce, service and app-based solutions. If your product is software, the KSUM ladder above is the route.
KSUM AgriNext, up to ₹25 lakhs
Focus: Agri-tech, from farm inputs to supply chains
Amount: Up to ₹25L per selected startup
Backing: The World Bank-supported Kerala Climate Resilient Agri-Value Chain Modernization (KERA) project
Status: The last call closed on 31 December 2025; watch the KSUM portal for the next one
AgriNext set out to back 150 agri-tech startups and to test their technology in real farming conditions, with selected startups incubated through KSUM. Kerala's agriculture, coconut, spices, rubber and fisheries, gives startups that understand the local context real problems to work on. Expect a detailed application: a business plan, projections, and a clear account of the farm problem you solve and for whom.
K-DISC Young Innovators Programme
Administrator: Kerala Development and Innovation Strategic Council (K-DISC)
Who it's for: Students and young people from 13 to 35, through their school or college
K-DISC runs the Young Innovators Programme for students and early-stage founders. It is less about money and more about structured support: mentorship, design-thinking training, and connections into Kerala's innovation network. If you are a student or recent graduate with an idea, it is a natural first step before the KSUM Idea Grant.
KSUM incubators, physical homes for Kerala startups
KSUM runs and supports several physical incubation spaces in Kerala. Being physically incubated at one of these spaces strengthens your KSUM grant applications and gives you access to shared infrastructure, labs, and co-working facilities.
Maker Village (Kochi)

If you're building a hardware product, IoT devices, electronics, medical devices, consumer hardware, Maker Village is the best-equipped incubation environment in South India outside of large IITs. Full PCB fabrication, 3D printing, electronics labs. Apply at makervillage.in.
Kerala Technology Innovation Zone (KTIZ)
KSUM's flagship incubation complex in Thiruvananthapuram. Sector-agnostic. Strong for software, fintech, health-tech, and enterprise SaaS startups. Co-working, meeting rooms, investor connect events.
Integrated Startup Complex, Thiruvananthapuram
One of KSUM's newest facilities, positioned as a full-stack startup support hub, incubation, acceleration, investor access, and government interface all under one roof in Trivandrum.
What about the Startup India Seed Fund?
KSUM has been an incubator under the Startup India Seed Fund Scheme (SISFS), but the scheme stopped taking new applications on 31 May 2026, and no successor call has been announced. Plan around the KSUM ladder instead.
2. Incorporate in Kerala, then get DPIIT recognition (no government fee, through the National Single Window System)
3. Take your KSUM Unique ID (no fee, startups.startupmission.in)
4. With a product in build, apply for the Productisation Grant (up to ₹7L)
5. Once you have revenue, the Market Acceleration Grant (up to ₹10L), then the Scale-up Grant (up to ₹15L)
Each grant asks you to fund a share of the project yourself: 10%, 20%, 30%, then 50%
Common mistakes Kerala founders make
- Applying to the Scale-up Grant at idea stage, misreading the eligibility criteria gets the application rejected and costs you a cycle
- Leaving DPIIT recognition and the Unique ID until the last minute, every grant after the Idea Grant needs the Unique ID at the time you apply, and it needs DPIIT first
- Pitching a service as a product, KSUM's grants fund technology products; describe what you have built, not the work you do for clients
- Treating KSUM as just a grant body, KSUM's value is also in its network: investor events, industry connect programmes and Huddle Global. Founders who turn up to these get better outcomes than those who only submit forms
