The allowance is for startups that already have something
Recognition is easy. The money is not automatic after it. The Rs 20,000 a month needs one of: equity funding of at least Rs 5 lakh from a SEBI-registered fund or angel network, a patent published in the Patent Office journal, a government grant sanction letter, or revenue of at least Rs 50,000 a month over the last three months. The Rs 15 lakh needs more: Rs 25 lakh of equity, a Rs 5 lakh government sanction, or Rs 2.5 lakh a month in revenue for six months. Founders read the headline, get recognised, and only then find the second gate.
Also worth knowing
The first three months of allowance are paid directly to the company account; from month four it is released against a utilisation report, so keep bills from day one. A rejected application can be resubmitted once, after a three month gap.

Open startupodisha.gov.in and confirm the numbers above still stand. Portals update quietly and news stories do not. If they have changed, the portal is right and this page is out of date, and we would rather you found that out here than in a rejection.
