Tamil Nadu startup grants: TANSEED, StartupTN 2026

Tamil Nadu runs some of India's best-funded state startup programs, and they are underused by founders outside Chennai. TANSEED, StartupTN Launchpad, IIT Madras Research Park, PSG-STEP, and more. Here is what each offers, who qualifies, and how the application cycles work.

StartupTN, Tamil Nadu's startup mission

StartupTN is the state government's startup development body, operating under the Department of Micro, Small and Medium Enterprises. It runs several programs but the two most relevant for founders are TANSEED and the Launchpad.

StartupTN's mandate is specifically to support Tamil Nadu-registered startups. The registration requirement is real but not onerous, if you're based in TN and haven't yet incorporated, they can guide you through the process. If you're incorporated elsewhere, you'll need to assess whether the benefits justify re-domiciling.

TANSEED, Tamil Nadu Seed Grant

Amount: ₹10 lakhs per startup, equity-free
Application window: Quarterly cycles, applications open and close within 3-4 weeks of opening
Eligibility: Tamil Nadu-registered startup preferred; DPIIT recognition

TANSEED is Tamil Nadu's primary seed grant for early-stage startups. The ₹10L is equity-free and intended to bridge the gap between idea and minimum viable product. The quarterly cycle means there are typically 3-4 application windows per year.

Application windows close fast. When a TANSEED cycle opens, you typically have 3-4 weeks to submit. If you find out about a cycle after it's closed, the next one is a quarter away. Check the startuptn.in website frequently or subscribe to their newsletter to get notified when cycles open.

What TANSEED evaluates:

Tamil Nadu sector focus: Tamil Nadu's economy is strong in manufacturing (auto, textile, electronics), IT services, healthcare, and agriculture. TANSEED evaluators are more familiar with problems in these domains. Startups solving problems relevant to these sectors tend to have an easier time making the economic case to reviewers.

StartupTN Launchpad, pre-incubation

What it is: A structured pre-incubation program for very early-stage founders
What you get: Mentorship, workshops, product development guidance, connections to TANSEED for the next stage
Who it's for: Founders at idea stage who want structured support before their product is ready for TANSEED

The Launchpad is not a grant but a program. Think of it as the entry-level of the StartupTN ecosystem. Founders who go through Launchpad get connected to mentors, attend workshops on validation and business model design, and get warm introductions when they apply for TANSEED in subsequent cycles. If you're very early-stage, strong idea but no product yet, Launchpad is the right first step in Tamil Nadu.

TIDCO, Tamil Nadu Industrial Development Corporation

Focus: Manufacturing, industrial, large capex startups

TIDCO is the state's industrial development body. For manufacturing startups, auto components, electronics manufacturing, industrial equipment, food processing, TIDCO offers larger grants and subsidies than TANSEED. The application process is more involved and requires detailed project reports, land/facility plans, and capex breakdowns. Not for software startups, but very relevant for the Tamil Nadu manufacturing sector.

SIPCOT, industrial park access

Focus: Industrial park land, factory space, infrastructure
Administrator: State Industries Promotion Corporation of Tamil Nadu
Who it's for: Hardware + manufacturing startups needing physical production space

SIPCOT manages Tamil Nadu's network of industrial parks across the state, Sriperumbudur, Hosur, Oragadam, SIPCOT IT Park Chennai. For startups that need physical manufacturing space at subsidized rates, SIPCOT is the entry point. Not a cash grant but significantly reduces the capex burden for hardware companies.

TAHDCO, for SC/ST founders in Tamil Nadu

Who it's for: Entrepreneurs from Scheduled Castes and Scheduled Tribes
What it offers: Subsidized loans, startup support, skill development linkages

TAHDCO provides targeted financial support and subsidized credit for SC/ST entrepreneurs in Tamil Nadu. If you belong to these communities, TAHDCO programs can be a first source of capital and can be stacked with TANSEED and central government programs like Stand Up India.

IIT Madras Research Park, Chennai

Type: NIDHI partner, premier deep-tech incubator
Focus: Deep technology, biotech, research spinoffs, advanced engineering

IIT Madras Research Park is Tamil Nadu's most prestigious technology incubation address and India's first university-industry research park. It hosts 250+ startups and companies working across sectors, healthcare technology, energy, advanced manufacturing, AI, and more.

IITMRP is a NIDHI (National Initiative for Developing and Harnessing Innovations) partner, meaning startups incubated there can access NIDHI Prayas (up to ₹10L for prototype) and other central DST programs. For deep-tech founders in Chennai, getting into IITMRP is one of the most valuable things you can do, the co-location with IIT Madras researchers and faculty is a compounding advantage.

The incubation is competitive. IITMRP favors startups with genuine technology depth, research-derived technology, novel engineering, science-backed health applications. Me-too apps and standard SaaS products are unlikely to be admitted.

IITM Pravartak Technologies Foundation

Focus: Technology transfer and commercialization of IIT Madras research
What it offers: IP licensing, co-development partnerships, startup formation support for IIT Madras researchers
Who it's for: IIT Madras students, faculty, and researchers turning their research into commercial products

Pravartak is specifically for commercializing technology that originated at IIT Madras. If you're a researcher or student at the institute with IP to commercialize, Pravartak is the first call. For founders without IIT Madras affiliation, the Research Park (above) is more accessible.

Anna University Technology Incubation Centre (AUTIC), Chennai

Focus: Broad sectors, engineering, IT, manufacturing, services
Location: Chennai (Anna University campus)
Who it's best for: Founders with Anna University connections or Chennai-based founders in engineering/IT sectors not focused on deep research

Anna University's Technology Incubation Centre provides incubation space, mentorship, and connections to the university's engineering faculty. It's a good option for founders who need a physical incubation address in Chennai and are in sectors well-covered by Anna University's programs (engineering, IT, manufacturing, biotech).

PSG-Science and Technology Entrepreneurial Park (PSG-STEP), Coimbatore

Focus: Manufacturing, hardware, mechanical engineering, industrial automation
Location: Coimbatore (PSG College of Technology campus)

PSG-STEP is one of the oldest and most well-resourced incubators in South India, particularly for manufacturing and hardware startups. Coimbatore is India's "Manchester" for industrial manufacturing, textile machinery, pumps, motors, auto components, CNC equipment, and PSG-STEP is embedded in that ecosystem.

For founders building hardware or industrial products, PSG-STEP offers something rare: access to actual manufacturing infrastructure, fabrication labs, testing facilities, and connections to the Coimbatore industrial buyer ecosystem. If your market is industrial Tamil Nadu, being at PSG-STEP is a significant advantage over being at a generic tech incubator in Chennai.

PSG-STEP is also a SISFS-approved incubator, so SISFS funding can be routed through them.

VIT Technology Business Incubator, Vellore

Location: Vellore (VIT campus)
Focus: Broad, IT, biotech, electronics, engineering
Who it's for: VIT alumni/students and founders in the Vellore-Chennai corridor

VIT TBI provides incubation support for startups coming out of Vellore Institute of Technology's student and alumni base. If you're a VIT graduate or student, this is an accessible entry into the Tamil Nadu incubation ecosystem with established connections to Chennai's startup community.

A note on Tamil Nadu's competitive landscape

Tamil Nadu's startup programs are well-funded but receive fewer applications than Karnataka, particularly for non-Chennai startups. A strong application for TANSEED from a Coimbatore or Madurai-based founder often faces less competition than the equivalent program in Bangalore. The state has intentionally expanded startup support beyond Chennai through incubators at PSG-STEP (Coimbatore), VIT (Vellore), and several other tier-2 city institutions.

If you're a TN-based founder outside Chennai, you have an underappreciated advantage, the state government is actively trying to build startup ecosystems outside the capital, and applications from non-Chennai cities can be more competitive than the raw numbers suggest.

Recommended sequence for Tamil Nadu founders 1. Get DPIIT recognition (startupindia.gov.in)
2. Register on startuptn.in and check TANSEED cycle dates
3. Apply TANSEED in the next open cycle (₹10L), windows open quarterly
4. Identify the right TN incubator for your sector: IITMRP (deep-tech), PSG-STEP (hardware/manufacturing), AUTIC (general)
5. Apply SISFS through your chosen incubator (₹20L)
6. If biotech/health: apply BIRAC BIG (₹50L) in parallel
Total accessible: ₹30-80L non-dilutive before Series A
